I think this as mentioned before, but don't know if it as accept as a feature.
Using showtime.probe() to determine if a URI handler exists

The idea is:

if (!showtime.canHandle('youtube:video:.*'))
    page.error('Warning! This plugin depends on Youtube plugin so you need to install it to work properly');
