Description

Can be reproduced in Ingfilm plugin (just run in via ecmascript).

In 2136 you fixed latin-1 issue but looks like that is on only the consequence of another bug as cp1251 is misdetected as latin-1 in duktape.

On javascript all works properly:

ecmascript: Improve automatic charset detection when decoding byte -> string
