If you scrolling by scrollbar paginator drops you to the top of the page every time (Regression)

Description
The scrolling in the menus have with the recent version some problem.
Now if I push to the right and go the "page down" and the I want to scroll from this "page", the scrolling continues from the beginning again. This was in earlier versions fixed.
Thank you and I hope you have understand what I want to explain.
