locale in STOS is not set to utf8

Description

Via FTP created folder with cyrillic letters. It is displayed correctly via FTP client and via ST GUI.

But if I connect via putty (translation is set to UTF8 in settings) you see that locale is not set:
drwx------ 2 root root 16384 Jan 1 1970 lost+found
drwxr-xr-x 4 root root 4096 Dec 21 17:40 showtime
drwxr-xr-x 2 root root 12288 Dec 21 17:40 ??????

If it displays correctly in other clients, it's more like a putty setting problem instead of showtime's problem.

No, I long time use putty and it works correctly. Checked it on many different systems. So that's locale issue.
